Shanghai's New Plastic Restriction Decree
The city of Shanghai has officially implemented its latest "Plastic Ban" decree, which took effect on September 1, 2025. This policy is part of Shanghai's broader effort to build an ecological civilization and promotes green consumption.
Scope of the Ban: The decree focuses on prohibiting or restricting the use of certain single-use plastic items. Strict Enforcement and Penalties: The regulation calls for strict, cross-departmental supervision. Non-compliant companies may face fines of up to CNY 100,000, while individual operators could be fined up to CNY 5,000. National Standard GB/T 45091-2024 for Recycled Plastics
On a national level, the standard GB/T 45091-2024 "Plastics - Regenerated plastic - Limits for restricted substances" was officially published and will come into effect on June 1, 2025. This standard provides a crucial framework for the recycled materials market.
Classified Management of Substances: The standard categorizes restricted substances into controlled, declared, and warning classes, implementing a graded management approach. It provides clear lists of substances, their limits, and corresponding test methods.
Broad Applicability: This standard applies to the manufacturing, supply, trade, verification, and supervision of recycled plastic materials. It is important to note that it does not apply to plastic derived from hazardous or radioactive waste.
